Restricted Electrical Licence

The course content consists of the following modules:

-NRE01    Electrical Safety, Basic Electrical Principles and Cable Connections

-NRE02    Disconnection / Reconnection

-NRE13    Produce status reports using established procedures

Upon successful completion of all components of this course, learners will be in a position to apply for a restricted electrical licence.  The purpose of this licence is to provide a means of allowing appropriately trained and competent workers to undertake the straight forward disconnection/reconnection of electrical equipment where that electrical work is incidental to the person’s principle function in the workplace

 

Learning Outcomes

 

Prepare to disconnect electrical equipment

 

Ø        Disconnection is planned to ensure OH&S policies and procedures are followed

Ø        Appropriate persons are consulted to ensure work is coordinated effectively with others involved in the work site.

Ø        Electrical characteristics of electrical equipment and electrical supply are determined and recorded in accordance with established procedures.

Ø        The point of isolation of electrical equipment to be disconnected is determined.

Ø        Tools, equipment and testing devices needed to carry out the work are obtained in accordance with established procedures and checked for correct operation and safety.

 

Disconnect electrical equipment

 

Ø        OH&S policies and procedures are followed.

Ø        Electrical equipment is isolated in accordance with AS/NZS 4836:2001 and established procedures

Ø        Conductor connection sequence is recorded and labelled in accordance with established procedures.

Ø        Electrical equipment is disconnected from fixed wiring without damage to other components.

Ø        Disconnected conductors/cables are terminated in accordance with requirements to ensure they are safe and present no potential hazard.

 

Prepare to reconnect electrical equipment

 

Ø        Reconnection is planned to ensure OH&S policies and procedures are followed.

Ø        Appropriate personnel are consulted to ensure work is coordinated effectively with others involved in the work site.

Ø        The point of isolation of the circuit to which the electrical equipment is to be connected is determined.

Ø        Replacement electrical equipment is selected on the basis of rating and characteristics being the same as that of the original electrical equipment.

Ø        Appropriate personnel are consulted in the event that replacement electrical equipment is not available.

Ø        Original and/or replacement electrical equipment is tested to ensure it is safe to connect to the electrical supply and use.

Ø        Tools, equipment and testing devices needed to carry out the work are obtained in accordance with established procedures and checked for correct operation and safety.

 

Reconnect electrical equipment

 

Ø        OH&S policies and procedures are followed.

Ø        Measures are taken to ensure circuit to which electrical equipment is to be connected remains isolated in accordance with AS/NZS 4836:2001.

Ø        The continuity of the protective earthing conductor is tested to determine whether it is sufficiently low.

Ø        The resistance between the protective earthing conductor and the neutral conductor is tested to determine whether it is sufficiently low, i.e. not greater than

Ø        The insulation resistance of active conductors is tested to confirm that it is greater than 1M .

Ø        An appropriate qualified person is engaged to rectify any non-compliance condition revealed by the testing under item 208.4.3 to 208.4.5.

Ø        Continuity between exposed conductive parts of the equipment and the main earth or metal switchboard enclosure is confirmed.

Ø        Electrical equipment is connected to comply with requirements.

Ø        Connections to the equipment are checked to confirm they are correct.

 

 

 

 

Test the reconnected electrical equipment for safe operation

 

Ø        OH&S policies and procedures, and established procedures for the reinstatement of isolated circuits and electrical equipment are followed.

Ø        Arrangements are made with appropriate personnel to test the operation of the electrical equipment.

Ø        Operational non-conformance’s are identified and reported in accordance with established procedures.

 

Provide status report(s)

 

Ø        Status report(s) are completed and notified in accordance with established procedures.

 

Duration/Cost

 

This course consists of on and off the job components.  The off-the-job training component is conducted

over an eight (8) day period.  Upon successful completion learners will be required to complete a logbook and be assessed on-the-job performing the skills on at least two occasions. Cost $1450.00.

Dates and Venue will be advised on enrolment, The course is conducted from 8.30am – 4.30pm

Why have restricted Licences /Certificates

 

The broad character of the electrical licensing legislation is such that even minor electrical tasks can require the involvement of the holder of a full electrical licence or certificate. This can mean that, if a job is primarily another trade (eg. mechanical, plumbing etc.) and the work cannot be completed without the disconnection and reconnection of electrical wiring, then two workers are required for the job. It is necessary to have a fully qualified electrical tradesperson to carry out the task of disconnecting and reconnecting the electrical wiring at equipment and a non-electrical worker to carry out the non-electrical task. The purpose of restricted electrical licensing is to provide a means of allowing appropriately trained and competent workers to undertake the straight forward disconnection/reconnection of electrical equipment where that electrical work is incidental to the person’s principal function in the workplace.

 

Limit of work permitted

 

The type of work covered by the licence/certificate is limited to:

• Disconnection/reconnection of electrical wiring at the equipment itself and only to the extent necessary to permit the non-electrical work to be performed.

• Replacement of equipment on a ‘like for like’ basis.

• Testing necessary for the safe isolation of the equipment to be disconnected/reconnected.

• Testing necessary for the safe operation of equipment.

• Replacement of “blown” fuses and resetting of “tripped” circuit breakers.

• Restricted electrical work is confined to equipment operation at voltages up to 650V alternating current and direct current and is limited to the following areas of      

  fixed wiring:

1. Domestic Equipment

2. Plumbing Equipment

3. Commercial/Industrial Equipment

4. Refrigeration/Air Conditioning Equipment

5. Instrumentation/Process Control Equipment

6. Laboratory/Scientific Equipment

7. Communication/Computing Equipment

 

The work does NOT include disconnection/reconnection at:

 

1. the switchboard;

2. lighting fittings;

3. switchgear;

4. switches;

5. power points;

6. other electrical accessories.

 

Training

 

Training for restricted electrical licences/certificates involves on-the-job and off-the-job components.

 

Off-the-job-Consists of a National Restricted Electrical Licensing training course available through TAFE and other providers. The modules applicable in NSW are:

- Disconnect/Reconnect Equipment - Modules 1 & 2.

- Associated Electrical Work (for Refrigeration Trades) - Modules 1 & 2 + 3a & 4a.

 

On-the-job - Consists of supervised workplace experience and achievement of competencies verified by an approved assessor.
